Mary Ellen Withrow was appointed the 40th Treasurer of the United States by President William Clinton on November 10th,1993. She officially served in that role from March 1st, 1994 until the end of Clinton's term on January 20th, 2001. During her tenure, Withrow oversaw an aggressive program to redesign all circulating Federal Reserve Notes from $5 to $100 denominations, which had been printed since the 1930s with relatively little modification. The new notes introduced advanced security features and anti-counterfeiting measures, as well as provided a much-needed facelift to United States currency through the adoption of modernized portraits and motifs.
Offered here is an exceptional 1995 series $2 Federal Reserve Note bearing an original, hand-written autograph of Treasurer Withrow above her printed signature. Each note is certified by the Paper Money Guarantee corporation to be in Superb Gem Uncirculated-67 (out of 70) condition with the exceptional paper quality (EPQ) designation.
